To the reader who has done this writer a large compliment with his attention,

Greetings,

I am Malle "Khominid" Yeno, the Most Splendid Burgher of the United Electorate of Ouestasia.
Our nation is a Noble Republic where citizens elect a member of three aristocratic families to lead the United Electorate for the duration of his life.

The purpose of this post that I attach to yonder board is to give any interested readers information about this nation. This will include history, how politics work in the nation, and any recent actions that take place.

I will try to keep the next few spaces on this board reserved to talk about this.

HISTORY OF OUESTASIA


In discussing the history of Ouestasia, one must realize that the way that Ouestasians live right now is rather recent.
We have been settled for an estimated century, but our people have existed, if you believe our scribes and seers, for many centuries longer.

My Mystikos, Regent Wienis, recently completed a grand work titled "A Secret History of Ouestasia and Its Inhabitants".
A copy of such a book is available at the grand library of Ouestasia, or onboard any Ouestasian trade ship for no charge.
The book goes into a large amount of detail, especially about the early days, but I will discuss the main points.

Our civilization was once tribal, inhabiting a different area than we are now, and led by three brothers. The descendants of these brothers form the three aristocratic families that rule over Ouestasia today. They are the Khominids, the Tarquinians, and the Quidomites. The families take pride in their respective traits: the Khominids for their diplomatic skill, the Tarquinians for their status as warriors, and the Quidomites for their curiosities and adventures.

After a forced migration of the tribal peoples, the tribe was resettled into where Pont du Ouestasia is now. These tribes were hunter-gatherers, and had little idea of what was possible to survive on in this new land. A wandering trader named Malle Yeno helped the tribe learn about their surroundings, taught them agriculture, and returned to them their pride.

A few years after Malle's restoration of the tribes, he was murdered by an unknown assailant, for unknown reasons, for an unknown organization. This death marks the beginning of the civil war between the three families, as each blamed the other failing to protect Malle. It wasn't until a strong Khominid leader ended the civil war and declared herself the second leader.

She set the precident for all future Ouestasian leaders: They must change their name to Malle Yeno, must use their dynasty as their middle name, must be from one of the three families, and must rule for life or until abdication. She also set the settled Ouestasians to be ruled by an Electorate, the embodiment of the Executive, Legislative, and Judicial branches of government.

These are the major events that have influenced the United Electorate. The tribes gave us our culture, Malle gave us our spirit, and The Second Malle gave us our Electorate.

If you are at all interested in our history, I suggest reading "A Secret History of Ouestasia and Its Inhabitants" by Regent Wienis. I would also suggest talking with the man himself, for he is at the forefront of our literary pursuits.

POLITICS OF OUESTASIA


We govern through the use of the Electorate, which bases its power from the people, who have expressed their wishes through the Charter of the Electorate. The Charter is another such book that you may retrieve at our library or on board a trade ship. This one, I will admit, is less fun to read than Wienis' history, but what else is to be expected from a document that is legal in nature?

Overview of Ouestasian Politics
The United Electorate is governed by the Electorate of Ouestasia, which is a body of legislators from the Khominid family, the Tarquinian family, and the Quidomite family, as well as associated figures of Ouestasia, including allies and trading partners.

The Electorate may propose new institutions in the form of Acts, institute changes to former acts through Reforms, or get rid of old acts via a Revoke motion. Members of the Electorate may vote on all three of these measures, as well as minor decisions that come before the Electorate. The required number of votes for a motion to pass is given on the motion itself. For most motions, at least 50% of the Electorate must vote in some way. Of this voting population, 50% must want the vote to go through (although since nobles usually make up a large amount of the vote, and are not allowed to abstain, this requirement is usually fulfilled anyway). Through this, the Electorate has the powers of the legislative branch of government.

The Most Splendid Burgher, who when elected must change their name to Malle Yeno, the powers of the executive branch. The leader may propose Acts, Reforms, and Revokes as any member of the Electorate, and votes on behalf of his noble family. The leader may issue Ordinances without the approval of the Electorate if a proper reason is given. The Electorate may vote to revoke the Ordinance with 30% of votes in the Electorate to revoke such an Ordinance.

The Electorate and the Burgher both play a role in the judiciary. The Electorate may censor members of the Electorate that are acting unruly or against the interests of the Electorate. The Burgher may issue Imperial Investigations if a passed Act or Reform either violates the Charter of Ouestasia or is not adequately debated. Rules for Imperial Investigations are detailed further in the Charter of Ouestasia.

Voting on Decisions in the Electorate
The Electorate is split into four sections that act as a whole. There are the three sections that represent the noble families and the last section representing Non-Ouestasian figures that are associated with the Electorate.

All parties must spend all their votes on one option. For instance, the Khominid family may not split their votes evenly between passing and refusing an act. This applies to all noble families and to all involved figures (ex. Empire A cannot vote split either).

Noble families are expected to vote in the way that their families interest are represented. External figures may vote however they please, although since Electorate votes are granted for assisting the United Electorate, it may benefit them to spend votes passing motions that are good for the United Electorate, and stopping bad motions.

External figures may give their vote in person, or by pigeon. There is also a /electorate channel that anyone may use.

Act: The Extended Rights of the Electors - The Secret Ballot

Background: When the Electorate was extended to include the Associated Parties, it does not take into account the fact that diplomacy is complex and involves a lot of factors. It might pose a risk to the U.E.O to display how each party voted, as two powers may find a disagreement, leading to war. It would scarcely benefit the U.E.O to be used as a casus belli for such a nation.
Effects:
- When the electors vote, their vote will not be shown to other electors.
- The overall result of the vote will still be shown.
- The individual votes will still be kept on file, but only the Burgher may access them.
Passing Opinion: It should be the first responsibility of the Electorate to ensure that peace is maintained and that it is not a reason others go to war. Being used as a reason to go to war may harm our legitimacy as well as the legitimacy of the Electorate and its processes.
Declining Opinion: It is hard to expect fully fledged empires to go to war with eachother simply because they voted a certain way in another country. Not only this, but the Electors must be held accountable to the way that they vote. To do otherwise would foster a wave of a lack of commitment, which would be a terrible precedent to set for the Electorate when it has just opened to other empires.

Act: Devolve New Ouestasia to Colony Status

Background: New Ouestasia is an outpost founded on the island of New Ouestasia in the eastern hemisphere. It was established by Quidomite exploration, Khominid debate in this very house, and Tarquinian settlement. It seemed natural at the time to make the island a proper city, perhaps even make it to the scale of Pont du Ouestasia.

Now, however, the island has shown that the way of life that persisted here in our capital city, with its beautiful woods, flowing rivers, and towering mountains, cannot persist in the dry desert of New Ouestasia. Geography simply does not allow New Ouestasia to become a city at this time, and we should not give such a burden to a place that must spend time growing.

Let us retract the status of outpost from New Ouestasia, and grow Pont du Ouestasia to accommodate our recent growth instead. New Ouestasia will have its time, but that time is not now.
Effects:
- New Ouestasia will lose outpost status
- The city point will be used to expand Pont du Ouestasia
- If there are not enough external claims to use on New Ouestasia, other claims will be ceded to accommodate the island, or the island settlement will be downsized.
Passing Opinion: New Ouestasia does not meet the qualifications to be considered a city proper. We should remain accurate in our assignments. Instead, the city of Pont du Ouestasia would benefit more from expansion that can only be carried out without the current status of New Ouestasia.
Declining Opinion: The people of New Ouestasia are Ouestasian citizens. To revoke this status would suggest that they are lower on the social ladder than they really are. It would hardly be suitable to our ideas of prosperity, an idea so central to the Ouestasian Charter, to dismiss one place as "too young to be valuable" just because another place needs their resources. New Ouestasia can provide so much to the nation, can may fail to do so without its special privileges.

Background: In this Electorate, we have a section dedicated to the associated parties of the nation. However, they do not participate in our politics, because they do not know when issues are brought up, or when they may vote, or what issues they are voting on.

We must bring the process to them. We must ease the process for them. We must make our process fair!
Effects:
- The Burgher will announce via letters when a new issue is discussed in Ouestasia. They will inform the channel about the forum post with the issue being discussed.
- This announcement will be made the day before debate starting, the day of debate starting, and the day of debate ending.
EDIT (Aug 22): This announcement may be made at any time on the day that it is supposed to occur.
Passing Opinion: If the fourth section is unaware of their right to vote, then what is the point of having said right? They must be made aware of when they can exercise their right, and how to send their vote. If we do not do this, then what is the point of having the fourth section? Failing to pass this act is disgraceful to the freedom that is integral to our nation!
Declining Opinion: If a member of the fourth section does not care enough to watch our politics on their own, then they may as well declare themselves disinterested and forfeit the vote. It should be the associated party's responsibility to keep up, not ours.

Wildfire Crisis Summary

Ouestasians, citizens, and readers, I bid you hello.

From the mid-point of June, a wildfire took place in Ouestasia's capital, Pont du Ouestasia, in the eastern quarters.
After weeks of blaze, both the city's nature magicians and nature herself has helped contain the fire and restore the plains that once were. It is my pleasure to call the crisis to an end, and I will relinquish the dictatorial powers that I was given to help navigate through it.

Reconstruction of both the damaged buildings and the logging industry that has been affected will be slow, but eventual. I ask for cooperation from the other noble families to assist the nation as we strive forward.

As part of an end to the crisis, I will restore the Electorate back to the state that it was prior to the wildfires. The Electorate will hold the debate on the motion to "Inform Associated Parties of Upcoming Issues" on Saturday, and votes will be tallied on Monday. After this motion is voted on, I will propose an act to further the amount of resources given to reconstruction.

Act: Reconstruct and Expand the Capitol's Eastern Canton

Background: The Nation has been hit by a large wildfire on the eastern side of the Capitol. The nearby flames had made maintenance impossible, leaving the buildings in disrepair. Not only this, but the forest that lies on this side of the has been burned down, and our logging industry has suffered because of it.

I propose that the Electorate begin rebuilding the affected canton in the capital. I also propose that the nation build reserves of isolated forests in the capitol, so that a controlled amount of wood is available for logging.
Effects:
- Any activities that require wood, including shipbuilding and crafting, will stop. Activities will resume once the canton is rebuilt.
- All wood will be used for rebuilding the lost canton.
- A controlled forest will be established on the eastern canton, to be completely enclosed. It may be any size, so long as it is at least 8 x 8 tiles.
Passing Opinion: We have seen destruction, and now we must see reconstruction. We must also create sustainablility, so that such a disaster, were it to happen again, would not take such a toll on the city.
Declining Opinion: The city will eventually recover. Stopping city services to rebuild faster is foolish.
